Azerbaijan – Strengthening Agricultural Advisory Services (AAS) Project
Under the European Union-funded and FAO-implemented project “Strengthening Agricultural Advisory Services in Azerbaijan” (GCP/AZE/018/EC), Illudest provided the services of Julien de Meyer as International Expert in Agricultural Extension and Innovation Systems. Serving as the project’s technical lead, he supported the development and validation of a national AAS model and action plan, advised on the legal framework for advisory services, and facilitated interactive innovation teams across target regions. He also designed and supported delivery of a capacity development framework, contributed to governance and coordination mechanisms, and ensured the integration of gender considerations throughout the project’s outputs. Julien coordinated with FAO-Azerbaijan and project stakeholders to ensure quality implementation and contributed to the project’s monitoring, communication, and learning components.

Haiti – Development of the Swiss Cooperation Strategy 2022–2024
Under a mandate from the Swiss Agency for Development and Cooperation (SDC), Illudest supported the drafting of the Swiss Cooperation Strategy for Haiti (2022–2024). This included coordinating analytical and consultative processes to inform the strategy, such as assessments of the political, socio-economic, and institutional context, and identifying lessons learned from previous cooperation phases. Illudest contributed to the facilitation of strategic planning sessions with national stakeholders and Swiss partners, supported the identification of priority themes and modalities of intervention, and assisted in the preparation of key strategic and operational documents. The process incorporated cross-cutting themes such as fragility, governance, and resilience.

Nepal – Backstopping for Project Cycle Management and Quality Assurance (2022–2025)
Under a long-term backstopping mandate, Illudest supported the Swiss Agency for Development and Cooperation (SDC) in Nepal in the areas of project cycle management, results-based management (RBM), and quality assurance. The firm contributed to the facilitation of strategic workshops and supported the drafting process of the Swiss Cooperation Programme 2023–2026, including its theory of change and results framework. Illudest coordinated capacity-building efforts with SDC Nepal’s Quality Assurance Team, delivered training on RBM and Outcome Monitoring Summaries (OMS), and provided ongoing coaching to SDC staff and implementing partners. The firm also supported improvements in project monitoring systems and contributed to the mid-term review of the Cooperation Programme.

South Caucasus – Monitoring and Evaluation System Design for the Swiss Cooperation Programme (2022–2025)
Illudest supported the Swiss Cooperation Office in Georgia in refining the Monitoring and Evaluation (M&E) system for the Swiss Cooperation Programme in the South Caucasus (2022–2025). The firm reviewed project and program documentation across Armenia, Azerbaijan, Georgia, and regional initiatives to assess alignment with the Cooperation Programme Results Framework. Illudest contributed to mapping data flows from project-level indicators to Swiss Portfolio Outcomes, identified gaps in indicator coverage, and co-designed a virtual workshop to discuss and validate the findings. Following the workshop, the firm supported the drafting of a revised M&E system structure and documented the workshop outcomes and key recommendations in a final report.

Global Programme on Migration and Development (GPMD) – Results-Based Management Support (2021)
Illudest provided technical support to the Swiss Agency for Development and Cooperation’s (SDC) Global Programme on Migration and Development (GPMD) during the development of its Strategic Framework 2022–2025. The mandate focused on strengthening the Results-Based Management (RBM) system for the programme to ensure quality, accountability, and strategic steering. Illudest delivered individual coaching to GPMD team members, participated in strategic planning and validation events, reviewed and refined the Results Framework and related documentation, and developed indicator factsheets with tailored Means of Verification. The support contributed to the finalization of a robust Strategic Framework aligned with SDC quality assurance standards.

Pacific Community (SPC) – Strategic Advice and Support for the Pacific Organic Learning Farms Network (POLFN)
Under two successive contracts with the Pacific Community’s Land Resources Division, Illudest has supported the implementation and strategic development of the Pacific Organic Learning Farms Network (POLFN). Illudest’s role included leading the Mid Term review of the project, providing strategic advice, technical backstopping, and project implementation support to strengthen the agroecological and market components of the network. Illudest also contributed to capacity-building and facilitated technical exchanges between participating farms. The support aimed to reinforce POLFN’s contributions to climate-resilient, sustainable agriculture and regional food systems in the Pacific.
